What are your opinions or knowledge re: if the compass bearing given would have been "True or Magnetic"?

Likely, Frank, the bearings are magnetic. I'm in agreement that the "rose" terminology indicates a maritime influence on the surveys. It also likely indicates that the "surveyor" wasn't using a Solar Compass or other device that would provide them with "True" North information.
Of course, the descriptions could have been written by a legal secretary whose son was a Boy Scout learningn to use a compass for his merit badge! (Attroneys don't write legal descriptions...their secretaries do...just like my Mom used to...)
