Very good content, as usual. I spotted one problem:
On Page 11, below the tragic story of Edward Dutton having been killed while working in a street, there is a photo captioned "Be safe while working in the streets. Remember 2 people are better than 1."
While the advice in the caption is unarguably good, the photo is a good demonstration of good practice done halfway. Both surveyors are looking down the manhole, meaning neither is keeping a good eye on traffic at the moment the photo was taken. Hopefully, it was just poor timing that the photo was taken during the brief moment the rodman looked down and that he had been very vigilant toward traffic the rest of the time.
Also, there is not a single cone in evidence around them. Lugging a cone around while taking topo shots and being in near constant motion may not be particularly effective, but for the time and exposure of dipping manholes, often within traffic lanes, it is not an unreasonable inconvenience for one of the crew to carry a couple of cones to place in the direction of oncoming traffic.

My thoughts exactly Evan.
Being the rear guard on painting freeway targets I was always ~300 up traffic from the painting crew, van with rotaters and sign on back. Seems the 4 guys involved in the setting of the target, no matter how many times I mentioned it, were always with their backs to traffic and watching the ground. Horns on a GM van don't carry that far.

I have a much simpler solution, I refuse to sign such a contract. If everybody did then the prime contractors would have to remove if from their contracts. They need us or they would not hire us.
