Here are the answers to your questions to our City Administrator:
The process for adopting Subdivision Regulations is addressed in the SF Subdivision Code Sec. 1311 copied for your convenience below. Please refer to the City's website for links to the official copies of City Ordinances.
SEC. 1311. SUBDIVISION REGULATIONS.
(a) The County Surveyor and the City Engineer, with the assistance of other City agencies, shall
prepare and publish the Subdivision Regulations, including amendments thereto, needed to supplement this
Code.
(b) Such Regulations, including amendments thereto, shall be adopted by the Director after holding a
public hearing. The decision of the Director in adopting the Subdivision Regulations, including amendments
thereto, shall be final.

Also, the Department of Public Works is planning to adopt the abovementioned Subdivision Regulations to update and replace Subdivision Regulations last adopted in 1982. These Regulations shall be effective upon adoption by the Director of Public Works and apply to all Tentative Maps, Final Maps and Parcel Maps. Any interested person may attend the Department of Public Works hearing on this matter at City Hall, 1 Dr. Carlton B. Goodlett Place, Room 400 at 9:00 AM, Wednesday, March 4, 2015.
Persons unable to attend the public hearing may submit written comments regarding the subject matter to the Office of the County Surveyor at the Bureau of Street-Use & Mapping, 1155 Market Street, 3rd Floor, San Francisco, CA 94103, Attention: Paul Mabry. These comments will be brought to the attention of the hearing officer and made a part of the official public record.
