I looked at that flyer, and had one major question:

How can they require an NCEES level license, and specifically exclude any licensees that predate NCEES in California?

Not sure that is right, but with the Feds, who knows

A state license in any state will suffice for this requirement. Our Office of Personnel Management is not totally clear on the NCEES testing.

The salary range is shockingly low. Is there an unheralded aspect of the benefit package that makes up for this?

this is entry level, GS-7, with potential for advancement to GS-11, typical BLM job for newly licensed.

We will place at any of three grades, GS-7,9, or 11 depending on experience. But the posting has to show entry level salaries.
