If a draftsperson is an "employee" - the copyright rights belong to the employer.

Our own federal govt is pushing this. They sent millions of dollars of cad/gis work to India about 5-10 years ago.
Also, it was my understanding that we were bringing skilled labor from these countries because there are not enough workers here with the skills, the list is endless. Then I read where these same American companies that get immigration and work permits for these "skilled" workers are getting Federal subsidies to train these foreign workers.

Defund govt
To fully fund govt first the national debt would have to be paid. The US Govt is $18 TRILLION in debt, using 350 million people in the USA it would require $51,000 from every man, woman and child to pay it off. And that's just the Federal debt. Did you write your check yet?

Not Worth the Effort
The firm I was connected with in the 90's tried this and found it to be a flop. Today I wouldn't even dream of recommending this venture. I spent more time introducing them to a work standard than I received in the product that was produced.
Today I value the effort of the guys I work with, in California, more than turning a buck. We spend a considerable amount of time trying to understand a standard of practice dictated by the law that governs us. Besides I now apply the principal of practicing within my expertise. That includes the geographical area of my practice. I don't have experience working within India nor to I understand the professional demands placed on their practice. I don't expect they understand the same in the US or more particularly in California.
