No. The boundary location is a singularity, and defining that singularity is not required to accomplish the task at hand. All you need to do is establish that among all the possible relationships between the boundary and the improvement, none is smaller (in terms of distance) than the setback.So you are not establishing the location and relationship between fixed works and boundary

A measurement does not establish the boundary. An expressed opinion of the boundaries location establishes the location (or one's opinion of it, which is what is referred to in the PLSA).
To establish the boundary location, I must mark it, map it, or precisely describe it, and I must make that determination known to someone.
It is not the measuring, but the indicating of the location that is the establishment.
