How does FEMA determine whether or not to issue a LOMA to remove a structure from SFHA in AO zone? (shown w/1' depth). For a typical house on conc slab, the lowest adjacent grade (LAG) is usually less than 1.0' below finish floor elev. Since AO zones do not have a BFE, what is the LAG compared to? The instructions say "surrounding area". One end of lot is many feet above BFE, and other is many feet below it. What elev criteria is used, along with LAG to remove structure from SFHA and issue LOMA?
