You need to zero set your instrument, the 48 will not do it for you, at least not for a topcon instrument

Most if not all programs designed to operate on the 48 will not zero an instrument circle.

the hp48 only reads what the edm tells it.

Ditto the 3 answers above.
Defund govt
To fully fund govt first the national debt would have to be paid. The US Govt is $18 TRILLION in debt, using 350 million people in the USA it would require $51,000 from every man, woman and child to pay it off. And that's just the Federal debt. Did you write your check yet?

I was going to suggest that you turn the card sideways to make it easier to sight line more precisely at the backsight. (about the only thing my card is good for since it went kaput a while back). I guess that answer wouldn't have worked for you.
