No. It has a GIS, which is of some help, but no good geographic index of maps nor any maps online.

FYI for those that work in this area of CA, the Sacramento County surveyor's office pointed me to this site (http://willardmaps.com) for an online source of maps in El Dorodo, Inyo, Kern, Nevada, Placer, Sacramento, Stanislaus, Sutter, Yolo and Yuba Counties. Also some state of Nevada counties are avialable.

Edit - I just leafed through some of the links and some of those counties only have Quad Maps and no recorded maps available. Although Sacramento County maps are available on there.
