deeds, legal descriptions and lot mergers

If the deed's legal description says: "Parcels 4 and 5 of Parcel Map 9999, in the City of Orange, County of Orange, State of California, as per Plat recorded in Book 100, Page 11, Records of said County." - are parcels 4 and 5 merged?

what the description states I would venture to say that, no, they are not merged. It is just that someone owns both parcels.

Generally the lot merger is processed through the city or local agency and recorded, similar to a LLA process. If nothing like that has occured then Bruce is right.
