Checkout the following link. LARR stands for City of LA Research Report. There should be a number of manufacturers whose products have been approved for below grade water proofing installations. Feel free to email me at dhunter@dpw.lacounty.gov if you need more info. I am affiliated with LA County's Building & Safety Division so I can provide a little technical direction to help you navigate the City's permit process. I am an LS too!

There is product called bichethene (sp). Looks like a 36in wide roll of thick electrical tape.
Used to waterproof walls and flat roofs.
