I copied mine from my mentor, Jeremy Evans, and nobody has ever commented about the stars or asked me to remove them. I would be pretty disappointed with BPELS if this was ever a cause for punishment by the Board.

Plus, I think the stamp designs are shown in the Board Rules, correct?

Per Board Rules 411 (b) 3 - The seal shall be of a design similar to those shown below and shall bear at minimum those elements specified above.

Since the rule says "minimum" the addition of stars in the border shouldn't be an issue.

I don't see why not. You might email Ric Moore at BPELS to get his take. As the rule says, you have to have minimally what is shown in the stamp samples shown in the board rules.

I hadn't looked at Â§417 in a while, but the patterns seemed to have changed a little since I got my 1st stamp. For one thing, the depictions in the printed booklet I got from CLSA are small and fuzzy. But the designs are also simpler than what I remember.

My stamp design is based upon what I remember from 1996. It has a rope pattern around the edge and stars at each end of "State of California". I'll have to look for an older copy of the Board Rules later.
