Record of Survey - More Than One County

I thought there was a code section that addresses the filing of a Record of Survey when a project involves more than one county, but I'm unable to find it. My recollection is that the surveyor can choose to file in only one of the counties in that circumstance. Did I dream this, or is it codified somewhere?

Everytime I've seen an RS that crosses a county line, there are RS's filed in both counties. When they abut to the county line, I have only seen RS's filed only in the county the property falls within - however there is usually some control or C/L Mons that fall in the opposite county. I think if the parcel is in two counties you need to file in both. I also don't know if this is in the code anywhere.

There is a control RS that crosses the entire state and is recorded in each county where a control point is located. I think it's the CORS RS from 10 or 15 years ago. There's a page where all the county surveyors sign statements. I've seen the same survey recorded in San Diego, Orange and Riverside Counties.

That situation is similar to the one I'm dealing with: height modernization stations in 10 counties. I'd be interested in seeing the CORS ROS, so if anyone can provide the filing information in at least one of the counties I'd be grateful.

Jim,

I couldn't locate the CORS one I wrote about, but this is one that we used for control points that establishes control in two counties and both county surveyors have signed and sealed statements. This is the LA County version.

California CORS ROS

The Record of Survey Ryan is referring to is filed as ROS 15390 in San Diego County. It is dated 1996 and is signed by the late Bill Young along with all of the County Surveyors.

Thanks, Ryan. I see that you didn't draft the Recorder's Statement, rather L.A. County Recorder appears to have used a hand stamp to supply it (without a title, which would seem to be a deviation from §8764.5). Did S.B. County do the same thing? Did you have to prearrange this, or is this standard practice in the area?

As you might imagine, what I would dearly like to avoid is having to produce 10 different Records of Survey for a single project.

LA County has a rubber stamp, Orange County is drafted, I think Riverside and San Bernardino are drafted now, but I'm not sure about 15 years ago. I didn't work on that one, I was still in college in 92, but I would imagine Psomas had to submit a mylar to each county, so signatures from both Counties had to be on both mylars.

Jim,

I am not entirely sure, but I believe there may be an older AG opinion or inquiy regarding that subject on file at the Board. I won't be there for a few days or I would look it up for you. I am sure you can contact Nancy and she would be happy to take a look - of course I may get into trouble for saying that.

Reading the PLS Act, I believe that the decision rests on which county, the actual lines being surveyed, are located in. If the boundary determination(s) don't impact land in the adjacent county, then filing an RS in that county serves no purpose. If on the other hand, one of the boundary lines is also the County boundary, then I believe it should be filed in the adjacent county as well.

If you are using control from across the county line, i.e. GPS vectors, etc., that would not necessarily be applicable.

There are no boundaries involved at all, it's strictly geodetic control. The only reason I'm considering a ROS is because it's a height mod project and we're using a custom geoid model that improves upon GEOID03 (and GEOID09 beta) to derive the ortho heights. The project is being bluebooked, but the local ortho height corrections won't be reflected on the datasheets. (NGS has no mechanism for doing so.)

As currently planned, the datasheets will only show decimeter ortho heights. The centimeter-level heights are being used for many square miles of floodplain mapping, and I want to establish them as COH88 so that surveyors can access and apply them to FEMA-related projects. A ROS seems the be the most effective method of accomplishing that.

Based on that, it may be beneficial to file in both counties.

I wouldn't mind doing 2 counties. Unfortunately, the project involves 10 counties. It pretty much spans the valley floor from Courtland to Redding, and includes a subnetwork around Lake Shasta.
