I would contact the city surveyor/engineer, or the county, that is holding the bond. Inform them of your situation and request your services to be paid from the bonds, if the client isn't willing to pay you. You are still responsible for the monumentation.
**Be sure you do this before the bonds are released.**

I recently recieved a 50% payment from the public agency, from the bond.
The public agency did not figure their bond amount correctly and just sent me some "shut-up" money.
Frm this point froward, I will request the monument placement fees be paid in advance. In return I will notify the public agency, that i have been paid and the responsibilty of placement on time, will still be mine (but the money will already be there).
This amount also comes off the bond amount that the developer must pony up, so they are usually happy.
See my previous post and you will find all sorts of suggestions from the "gang" that may also help you.
