Statute to preserve monuments

Dang !
senior moment,
I can't find the statute that mandates the preservation of existing monumentation during a road improvement project.

I have a te-da-te going with a PA civil who thinks cl mons are unimportant.

Should I tell him Rvalue and TI are unimportant for road design ?
(sorry, couldn't resist)
