8765 (e) Interior lot of mobile home park

I've got a job to go and set the corners of an interior mobile home lot. It's my first ever of the kind and I recalled there is special rules for these surveys. So after reviewing the PLS act I came away more confused than ever!
8765: Exemptions to Filing a Record of Survey
8765 (e): When the survey is a survey of a mobilehome park interior lot as defined in Section
18210 of the Health and Safety Code, provided that no subdivision map, official map, or record
of survey has been previously filed for the interior lot or no conversion to residential ownership
has occurred pursuant to Section 66428.1 of the Government Code.
I read this as: when the survey is of a mobilehome park interior lot, provided that no map has been filed of the interior lot.
I assume a map must be filed to create the mobilhome park lots in the first place.
So the thinking is: no map needs to be made unless there is a map existing to disagree with? how would a map ever get made in the first place? Is this a typo? should it say "provided that a map has been filed previously?
