County ROS Plan Check Fees

Question, is a County allowed to charge a City Agency a plan check fee for a Record of Survey?

The Caltrans RS maps I've seen usually have a note regarding Exempt from Recording Fees per Government Code 6103. You might check that section and see what it says, but I'm not sure if it applies to review fees or only recording fees.

I know one Caltrans district was having an issue with getting maps reviewed in a certain County in a timely manner because they hadn't made any deposit when they submitted the maps and their maps were only reviewed when there were no others in the que (meaning no others that had been paid for were in the que).

Here is Government Code section 6103. You can make the argument that it applies to cost recovery fees, but it speaks to fees for filing of any document or for the performance of any official service.
In practice, it usually works out as a professional courtesy. If prepared by a consultant, the courtesy is not extended. The statute is structured to prevent public agencies from paying the fee but if for a professional consulting charge, it does not apply.
The Recorder's fee is explicitly addressed by Government Code section 27383.

Maps I've done on behalf of a City, have always been charged the "Review" process fee.
Recording fees are also collected from the recorded.
