No, it's not what you think.
Can the Federal government give a chunk of its property to a city without a Lot Line Adjustment or Parcel Map?

Sure - transfers to or from a public agency are exempt from the requirement to file a tentative and parcel/final map.
{edit} I should ask whether this conveyance will be for a public purpose. Look at a typical Caltrans relinquishment.

The Federal Government isn't governed by California's Subdivision Map Act, so I would think they could essentially do whatever they want. I guess the question is whether the recipient is governed by the SMA. Would the recipient still have to comply if it is a transaction with the federal government? That's where Warren's post comes in handy.

I recall working on projects for the US Postal Service in the '80s that totally bypassed the SMA. USPS routinely subdivided property by deed, buying the configurations it wanted and leaving the rest in the hands of the seller. I suppose the seller probably had to get a Certificate of Compliance on the remainder if he wanted to develop it.
One municipality insisted that the USPS file a Parcel Map, but that effort got shot down pretty quickly once the attorneys started talking.
