After reviewing the proposed language, I am of the opinion that most of it is redundant or unnecessary. Also, historically, the LSAct has stayed away from listing any type of equipment as the service provided (creating a topographic map) is key and not the equipment. Plus listing equipment would require continual revisions to the Act.
IMO, if OE3 is having problems with contractors using equipment to get volumes or producing basically contour maps (topographic maps) they should lodge a complaint with the Board.
Of course, I am willing to be persuaded to an alternate point of view from a well reasoned argument.

so they are open to discuss, that is good.
I guess the Union has a bone to pick and are unable to get instant enforcement... and I do agree that it is verbose and would make the LS Act vague. Maybe they need some help understanding what this is all about :-)

If a union is involved you can bet it's for their benefit only and no one else.

As an aside, it hasn't been BORPELS for a long time. It's no longer a "Board of," but rather a "Board for"; it no longer conducts registration, but rather issues licenses; and its mandate now incorporates geologists. Thus Board for Professional Engineers, Land Surveyors and Geologists (BPELSG).

Pluto is no longer a real planet, but I just can't get used to calling it a dwarf planet.
