Elevation Certificate - Garages

I have an interesting El Cert. that I find a bit perplexing. It is a pre-NFIP building that is in an AE zone. It is a slab on grade building with three floor levels, Diagram 3. All levels are slightly below the BFE.
It is an old warehouse commercial building with multiple tenants, including an automotive repair shop, a convenience store and a Hertz car rental place (it looks like they park their cars at night inside the building).
My question is might any of this building qualify as garage space? I believe not, but I cannot find anything specific.
Does anybody have some insight on this?
