Jerry and his sister, Alice worked in Oakland at Caltrans, District Office in the 1990's. I would start asking within R/W Engineering and Surveys. Might ask Chris Urkofsky.

both are listed on the Board website, License lookup, gives current mailing address on file with the Board.
