Can anyone provide more details on the move by FEMA to waive the requirement for land surveyors to perform an elevation certificate to remove properties from a flood zone in Calaveras County?

This decision apparently resulted from a meeting with County officials and FEMA, according to this article in the Stockton Record:

I wonder if that could set the precedence for agreements in other surrounding counties like San Joaquin. Unfortunately I don't have any more details on that meeting.
