TPM

I have a client with an approved TPM, but for what ever reason, does not want to follow through with the project. He wanted to know if he sold the property, would the approved TPM would still be valid for the new owner as long as it had not expired. I asked this question to the local agency that approved the map and was told that it would transfer to the new owner.

Does anyone have any information to the contrary?

This is true. I have seen it many times, especially in times like these. I'm a map checker for a city and I'm now finishing a map check that had all owner signatures that was never finalized a couple of years ago and now has new owners on board.

The TPM was approved for the parcel, not the owner, yes it is transferable, we deal with it often.
