Aerial Photos

I am looking for a website that offers high resolution Aerial Photos for planning purposes, not design. They should be of a resolution that they show up clearly at a 1"=40' scale. These would be for cities in the San Joaquin Valley.
I have tried terraserver and a hand full of others, but the resolution is still an issue. Anybody have suggestions?

Often, sites like Terraserver will get their aerials from the same source as the National Map Seamless Server, but sometimes you can get better on the NMSS, particularly in the urban series sets.
