Surveyor A & Surveyor B, a "hypothetical" question.

Surveyor or A is contracted by the state to perform a boundary survey and topographic mapping of state property. Under the employ of Surveyor A, Surveyor B (an LSIT at the time) prepares the project, does all the research, field work, boundary analysis, due diligence, drafting, correspondence with Co. Surveyor during map checking, etc.
Before the project could be completed, the state pulls the plug on the funding for the project. Mean while, record survey has been done and is ready to record, just waiting on the go ahead from the state (at this point, may be a while, if ever. A complete disregard for the PLSA).
Surveyor B gets licensed 6 months after the fact. Surveyor A retires his number and the survey is still hangin' in the breeze. Would it be ethical if Surveyor B filed the map and set the mons, if willing?
