Any of the NGS special publications or technical memorandums having to do with GPS are great sources of information. A bit overkill for most of what the regular Joe Surveyor does, but they will give you a strong understanding of what is acceptable field procedure for static GPS surveys. CalTrans has specifications for RTK surveys that are really good to incorporate into your field procedure as well.

I saw a NGS presentation at the last Survey and Engineering Summit in San Diego where I think they presented:
