Corner Record Review & Filing Fee?

What are the other counties charging for corner record review and filing fees?

Is everyone charging $10-, when Section 8773.2.e states;

"A charge for examining, indexing and filing the corner record may be collected by the county surveyor, not to exceed the amount required for the recording of a deed."

I understand this, but I'm looking for support from other counties when I have to explain how are we (counties) suppose to be cost recovery for map reviews?

Recording of a deed in San Mateo County is $10- for the first sheet, and $2- for every sheet thereafter. Since a corner record is two side (equates to two sheets), are other counties charging differently?

In your county, does $10- get your two page deeds recorded?

a single 8.5 by 11 inch SHEET which MAY consist of a front and back page.

Sheets and pages are two different puppies, I think, but I undestand what you are getting at. And I don't know what it costs to record a deed in the OC.

A corner record is 2 sides to separate the map from the certs unlike R/S's etc which are 18x26.
To put everything on one side would be really cluttered.
Govt trying to raise the cost of something again. gee I have to turn this over, ka ching ka ching.

pages to the CR if someone wants to add something on page two. It is not necessary for some CR's to have two pages. One can be sufficient.

Yeah Keith. What's with this charging an extra page for the back side of a single document?! That's an extra TWO DOLLARS!!! That's half a mocha! An extra McMuffin! Why that's extortion! Government out of control...

I know that Ventura and Santa Barbara Counties charge $10 for a CR. No extra charge for including the back side of the paper.

I'd like to hear from other counties.
This question is not generated from me, but the higher ups above me looking for cost recovery issues. I have only heard of counties charging $10-, but with the economythe way it is, not sure what other counties are charging to show the upper management who are inquiring.

$7 in Humboldt County. No extra charge for additional pages, and we're not considering it. At these prices, it's essentially a free service, and adding a couple bucks isn't going to recover much cost.

Yolo County doesn't charge for filing Corner Records. Solano County charged me $6.00 the last time I filed one there (2007).

We can only charge what the Recorder would to file the document. They would charge $11 for a two sided document so that's our fee too.

I think San Diego is still FREE, and they have something like 23,000 CRs... It is an advantage to everyone have it be FREE! And you don't need to pick the fly poop out of the pepper... 8773.2 (a) A “corner record” submitted to the county surveyor or engineer shall be examined by him or her for compliance with subdivision (d) of Section 8765 and Sections 8773, 8773.1, and 8773.4

Keith, your county needs to look for serious revenue sources and quit nickle and diming the public. Recording corner records benefits the community. This is something that you want to encourage and that is why the State in its wisdom has legislated the fee structure as it is. Perhaps if they cut the county fleet of cars in half there'd be plenty of funds to pay for the recording of corner records.

So far, the highest fee I've seen for a CR is the $12 Keith stated for SMC. It's rather amusing to see so many b!tching about it.

If it were free everywhere, some would probably still be griping that the county didn't provide them a postage paid envelope to send it in.

Why are you running for cover Evan? Don't tell me your affraid of these surveyors. I'm not affraid of them, and as I have stated, I am only investigating the issue for upper management. SMC is still only $10- to have a corner record reviewed and filed, but I guess some haven't read the entire thread.

If surveyors did a better job reviewing their corner records PRIOR to submitting them, less time would be spent reviewing them, validating a cheaper review process.

Only one surveyor I regularly deal with, submits his corner records that I can file without any revisions, most of the time.

I am not perfect. i try very hard to get it right, but frankly I am gonna make mistakes, only human. I have worked for a large firm where submittals were look at carefully by 3 sets of eyes and there were still comments and a need for corrections. I have worked as a map checker as well. The issue here has nothing to do with the quality of work being so poor that it takes an undue amount of effort on the part of the local agency to review submissions.
Please, this is about a local agency searching desparately to plug budget deficits.....
Keith, I know you have done this long enough to know you are always going to have the good, the bad and the ugly. No matter how punitive the fee structure is to encourage better submission, you are always gonna have the ugly and the ugly is gonna eat up the bulk of your time.

I don't think that local agencies are looking to CRs to plug their deficits. At the fees charged, once the agency spends more than about 5 minutes receiving, checking, indexing, and filing the CR, they are losing money. That is, creating more deficit.

IMO, at the price of the standard recorder's fee, even at two pages, it's a bargain.

Jim, don't you collect a fee for doing a corner record? Shouldn't the same "no charge for public benefit" rationale apply to you?

I don't see anything in here authorizing the use of the Monument Preservation Fund for checking Corner Records.

California Government Code-Monument Preservation Fund

27584. The board may establish a survey monument preservation fund to pay the necessary expenses incurred or authorized by the county surveyor in any retracement or remonument survey of major historical land division lines upon which later surveys are based, such as, but
not limited to, government section lines, rancho lines, grant lines, rancho section lines, acreage subdivision lot lines, and subdivision boundary lines within such county.
The county surveyor may authorize a city engineer to perform such surveys within subject city or may contract with any surveyor in private practice to perform such surveys. When a city engineer or contract surveyor performs such surveys, he shall submit notes of such surveys to the county surveyor. Such notes shall be of the quality and size as may be necessary to conform to the standardized office records of the county surveyor. The county surveyor shall
prepare a map of the survey and make such map a part of his public records within 90 days after completion of his fieldwork.



27585. (a) For the limited purpose of financing the survey monument preservation fund pursuant to Section 27584, the board may impose a user fee, not to exceed ten dollars ($10), or an amount set pursuant to Section 54985, which shall be charged and collected by the county
recorder, over and above any other fees required by law, as a condition precedent to the filing or recording of any grant deed conveying real property. Grant deeds conveying lots created by
recorded tract maps shall be exempt from the user fee. Except as otherwise provided in subdivision (b), the fees shall be forwarded monthly by the county recorder to the county treasurer for deposit to the county survey monument preservation fund. Following the
establishment of the fund, the board of supervisors may extinguish the fund if a finding is made by the board that the need for the fund no longer exists.
(b) Notwithstanding subdivision (a) or (c), if a city engineer of a city with a population of more than 1,500,000 persons conducts the survey pursuant to Section 27584, any user fees collected pursuant to subdivision (a) on and after January 1, 1987, with respect to any grant deed conveying real property located wholly within the city shall be transferred monthly by the county recorder to the city treasurer of the city to reimburse the city for the expenses incurred by the city engineer in conducting that survey.
(c) Notwithstanding Section 2231 of the Revenue and Taxation Code,
and except as otherwise provided in subdivision (b), no funds collected by the county recorder for the survey monument preservation fund shall be transferred to, or deposited in, any other fund or used for any other purpose.

As D Ryan outlined, the monument preservation fee has specific uses.

To many times individuals comment about monument preservation fees incorrectly, and not all counties have a monument preservation fee to begin with.

Mr. Roepel,

Yesterday at 8:12 AM, you wrote this :"isn't that part of the monument preservation fee paid on recordation of grant deeds for?"

That seems to say that you believe the MPF to be available to fund CR checking. I, along with some of the other folks here must have misunderstood you. Care to clarify?
