Vaults next to an above ground transformer sound like they are splice boxes, and are not the subject of C2.e. Ask the hotel manager, or call PG&E if you don't want to open them to verify.
Under the comments, add a note that states C2.e is the top of an electrical transformer pad, that serves the building. (depth of vault unknown)
The adjuster/ auditer can inquire with the utility company if they have any concerns. While damage due to flooding can interfere with the vault/transformer, power company engineers take this into account and design accordingly. More damage can occur from a dislodged waterheater.
or overhead power lines. or even trees ?????
If you call it as you see it on the form, insurance adjusters will ask the right questions if they have any.
