I can provide you with a similar certificate and coordinates within 1 meter accuracy, more or less. The teddy bear is extra for only $39.95 plus tax (so our state gets their share).

The skills & qualifications test for Teddy Bears will be held at the San Mateo fairgrounds this Saturday, June 6, 2009. The test is expected to last 4 hours. Register on site.

Mr. Ince, I am in now way affiliated with San Mateo County on this offer. You imply I will be signing a document on behalf of San Mateo County, which is completely incorrect. San Mateo County is not involved.
In fact, if I get the oppertunity to sell a teddy bear, you will have to contact me at my Fremont office, as I do not conduct any business within San Mateo County, due to any potential conflict of interest.
