CSRC - California RTN (CRTN)???

I am a chapter representative, and attended the State Board Meeting when the CLSA Executive Board reviewed the proposal and sent a letter of support to the CSRC for their proposed California Real Time Network.
I just recently found out some disturbing facts about the proposed CSRC's California Real Time Network, and want to identify a few issues which seem to be of concern to a number of surveyors in Northern California.
Are you aware that there were only seven (7) replies out of all of the land surveyors, and surveying organizations throughout the entire state?
How many actually read this proposal, and why do you think it is good, if you are one of the few who think it is good?
A couple issues at hand follow:
1) Should the CSRC, a research project at a university, be responsible for running basic infrastructure for the State? That is exactly what the CRTN would be. Shouldn't a state wide network be run by a state organization/agency?
2) Dr. Yehuda Bock (we all respect his knowledge), but he is the only person in charge of how the funding is spent. The CSRC Exec Comm. is only advisory.
3) Is there a conflict of interest with Dr. Bock, because the software needed for the CRTN is from the company he started, but the legal name on it is his ex-wife?
4) There are already private vendors operating RTN's and the CSCR's CRTN would encroach on existing business. Remember, the CSRC is a research organization.
I am curious what others know and want to bring this up to all, so we all can get the best information on this proposal. I think I got my info correct, but if something is wrong, I will gladly revise and correct.
