It is a legal parcel, it can be bought and sold, although I don’t think any title company would touch it . It’s just non-conforming, it’s creation did non conform to the Subdivision Map Act. No one would be able to use it for any permitted use. As I see it the only way to bring it into compliance would be to go the Certificate of Compliance with a PLA route or merge and re-subdivide with a new parcel map. As to Certificate of Correction and Amending Maps, I think they are interchangeable. It just depends on the type and number of corrections, you would use one or the other for clarity.
